Scott Burns co-founded GovDelivery, Inc. in a St. Paul basement and is the company's CEO.  Since its launch in 2000, GovDelivery’s Digital Communication Management system has transformed how governments communicate with the public.

Government agencies send over 300 million messages to the public every month through GovDelivery using email, text messages, and social media.  The company works with over 400 government entities in the U.S. and Europe including St. Paul, Minneapolis, the IRS, the Department of Defense, the U.K. Parliament, and many others.

GovDelivery has more than 100 employees and is headquartered in St. Paul, Minnesota with offices in D.C. and London.  The company has been featured on the Twin Cities Business Journal’s Fast 50 list of fastest growing private companies five times, and in 2010 was recognized as the 38th fastest growing urban company in America by the Initiative for a Competitive Inner City out of Harvard Business School.  In 2009, GovDelivery acquired GovLoop, the leading social network for government workers which now has nearly 50,000 members. 

GovDelivery raised $5M in growth capital from angel and corporate investors from 2000-2009.  On December 31, 2009, ICG, a publicly-held holding company out of Philadelphia (NASDAQ: ICGE) partnered with GovDelivery’s management team to buyout all other investors.  Investors’ annualized return from investment in GovDelivery ranged from 13%-40%.

In 2006, Scott was recognized as one of five Emerging Leaders by Twin Cities Business Monthly and received the Forty under 40 recognition from the Twin Cities Business Journal.  In 2008, he was one of 25 people in the private sector to be named to Federal Computer Week's Federal 100 list recognizing individuals who significantly influence how federal government uses information technology.  GovDelivery received the Sustainable St. Paul award in 2011 in the Green Products category and the St. Paul Chamber’s prestigious Deubener Award in recognition of GovDelivery’s community accomplishments.  Twin Cities Business Monthly named Scott one of 200 Minnesotans You Should Know in 2011.
