People do not decide one day to behave unethically. Misconduct often begins with an organization’s cultural undertones that allow shortcuts and smaller offenses that, when ignored, metastasize into a larger pattern of misconduct. This presentation will focus on how proper selection of employees and initial training, daily supervision, and mission clarity can be integrated to create an agency that is built using good character as its cornerstone.

Matt Bostrom was elected as the 21st Sheriff of Ramsey County on November 2, 2010 and took the oath of office on January 4, 2011.  He sought the Office of Sheriff based upon a vision for law enforcement and public safety that encompasses providing public safety through community policing, collaborating with local law enforcement, encouraging diversity to reflect the community, improving service through technology and connecting with youth to build for the future. As Sheriff, he has established mission statements for each unit within the department, developed a policy manual based on national best practices, and created a comprehensive employee performance review and recognition process. Sheriff Bostrom currently serves as the chair of the Ramsey County Criminal Justice Coordinating Council and is a member of the National Sheriff’s Association’s NSI Education and Training Committee, the Minnesota Sheriff’s Association’s Training Committee and the State of Minnesota’s Violent Crime Coordinating Council.
